A new hate crimes bill is waiting on the President's desk to be signed.
The bill will make it a federal crime to assault someone because of their sexual orientation or gender.
The FBI reported more than 7,000 hate crimes in 2007.
The Bill is named after James Byrd, Jr., an African-American man dragged to death in Jasper, Texas in 1998.
President Obama has pledged to sign the measure.
