Emotional moment between officer and child wins national photo contest

The Department of Justice's Office of Community Oriented Policing Services named a Little Rock Police officer the winner of their Community Policing in Action photo contest.

LITTLE ROCK, Ark. (KTHV) — A heartwarming photo of a Little Rock police officer holding a young boy won the 2017 Community Policing in Action photo contest held by the Department of Justice's Office of Community Oriented Policing Services (COPS Office).

Officer Rebekah Tolleson and her partner Ronnie Morgan were responding to a shoplifting call when a young boy at the scene was upset by his guardian's detainment.

Tolleson picked the child up and comforted him. That's when Morgan snapped this picture.
