(CNN) A $6.4 billion plan to extend unemployment insurance benefits to eligible workers for another three months cleared a key procedural hurdle in the Senate on Tuesday. Sixty senators voted to move ahead with debate on the measure, meeting the required number of votes for the bill to advance.

The bill is a top priority for Democrats. But most Republicans object to the measure, with many arguing that it needs to be offset with spending cuts elsewhere in the federal budget.

The bill's fate remains uncertain in the Democratic-controlled Senate, and particularly in the GOP-controlled House of Representatives.
