(CNN)-Some states, including Texas, are considering a new tax on drivers. Instead of basing the tax on how much gasoline you use, it would be based on the number of miles you drive. A proposal by the University of Michigan involves charging drivers based on the amount of miles they drive. Some of the ideas involve installing GPS tracking and recording devices on drivers' vehicles. Other pump reporting and collecting methods involve the use of popular smart phones to track mileage. Other states across the country currently considering similar mileage fee proposals are Minnesota, Florida, Wisconsin, and Nevada.
