Couple arrested for cruelty to the infirm

NATCHITOCHES, LA (KTBS) - A joint investigation by the Natchitoches Parish Sheriff's Office and Natchitoches Parish Coroner's Office has led to the arrest of a Shady Grove couple in connection with a Cruelty to the Infirm abuse case according to Natchitoches Parish Sheriff Victor Jones Jr.

The investigation began December 19th, when the Natchitoches Parish Sheriff's Office received information from a concerned citizen requesting deputies conduct a "welfare check" on a 55 year old disabled man, believed to be living with and cared for by a couple in the Powhattan or Shady Grove areas.

Deputies say the "welfare concern" centered around the disabled man not being properly cared for, by not being given adequate food, water, medication, possibly being locked in a room, and held for his disability check.

Deputies from the NPSO Patrol and Criminal Investigations Division were assigned to the case.

According to supervising deputies, within two hours, the assigned deputies had the residence located at 131 William Sapp Road in the Shady Grove community.

While there, deputies were given permission to search the residence for the disabled man.

Deputies initiated a search of the residence, finding the man in a rear bedroom bed in what deputies described as being some of the worst deplorable conditions, they had ever seen a helpless person in.

Due to obvious medical conditions, deputies requested an ambulance for the weakened man, who reportedly told deputies "please help me, I want to leave this place". "I get one glass of water and one meal a day & no medication".

The Natchitoches Parish Coroner's Office was contacted to assist in the matter.

Natchitoches EMS Paramedics transported the victim to the Natchitoches Regional Medical Center, where he was admitted to the Intensive Care Unit for treatment.

Deputies continued their investigation, obtaining criminal warrants through the 10th Judicial District Court.

On Wednesday evening, December 26th, at approximately 7:00 p.m., deputies returned to the residence, with criminal warrants, arresting the couple without incident.

Deputies were given permission to search the residence again, after being told of suspected narcotics in the residence in the presence of two children, ages: 3 and 7.

Deputies seized suspected marijuana and drug paraphernalia.

The children were released to a relative.

As a result of the investigation, Edward Earl Williams, 54 of 131 William Sapp Road, Natchitoches, La., was booked into the Natchitoches Parish Detention Center charged with 1-count of Cruelty to the Infirm, 1-count of Possession of CDS I Marijuana, 1-count of Possession of Drug Paraphernalia, and 1-count of Illegal Possession & Use of a Controlled Dangerous Substance in the Presence of Persons under the age of 17.

Judge Peyton Cunningham set bond on Williams at $17,000.

Mary Lou Williams, 52 of 131 William Sapp Road, Natchitoches, La., was also booked into the Natchitoches Parish Detention Center charged with 1-count of Cruelty to the Infirm with a bond set at $10,000.

During the Christmas holidays, the disabled man was released from the Intensive Care Unit and placed in a local facility during his recovery.

Sheriff Jones, stated that the deputies involved in this investigation, took this matter very seriously". "I'm very proud of their dedication and hard work".

Involved in the investigation were members of the NPSO patrol division, criminal investigations division, Natchitoches Parish Coroner's Office, and NRMC EMS Paramedics.
