KILLEEN (CBS) - The US Army has decided not to award Purple Heart Medals to victims of the 2009 shooting at Fort Hood.

Purple Hearts signify a person was wounded or killed by an enemy of the U.S. Military leaders say it would "set the stage" for a formal declaration that the accused shooter, Major Nidal Hasan, is a terrorist. Hasan goes on trial this summer on capital murder and attempted capital murder charges.

Thirteen people were killed and 32 others wounded in the attack.
