HOUSTON/HARRIS COUNTY (KYTX) -  According to the Houston Chronicle, longtime Houston Planning Commissioner Kay Crooker died Monday after a two-and-a-half year battle with Progressive Supranuclear Palsy, a rare neurological condition. She was 78.

Crooker, a native of Kilgore, was instrumental in passing or strengthening ordinances that guide development today, most notably requiring businesses to provide off-street parking and that builders incorporate landscaping in their developments, the Chronicle reported. She also advocated against "billboard blight," and for a failed 1993 zoning referendum.

A memorial service is scheduled at 2 p.m. Saturday at St. Luke's United Methodist Church, 3471 Westheimer, in Houston.
