TYLER (KYTX) -- Two people were shot by an unknown attacker outside an apartment complex near UT Tyler early Tuesday morning. It's the same place where someone fired a shotgun during what witnesses describe as fight a week ago.

Tuesday morning the police were back after being called to check on two gun shot victims at ETMC.

"Officers arrived on the scene and found the vehicle in the emergency driveway," Tyler Police Officer Don Martin said. "It had a little bit of blood in it."

Martin said 24-year-old Brandon Rainwater and 24-year-old Kendrick Harper were at  Cambridge passing out flyers for a local nightclub and then joined a dice game that ran into the night.

"They didn't live on the complex, so they got back into their vehicle, they went to the back of the complex and parked and fell asleep," Martin said.

The two men told investigators they had no idea what was going on when someone opened the door demanding whatever money they had. After that he shot one of them in the leg and the other one in the head.

"It's either going to come to the point where we can't get visitors or we have a curfew or something," Cambridge resident Danai Woods said. "It's at that point where I'm thinking about moving."

"It's usually not to the people who live in the apartments causing trouble," Cambridge resident Jason Wolf said. "It's the people who come from outside. I mean gang-related activity, drug-related activity."

People who live at the complex say it already had a night security person before either of these incidents and that management stepped up security after last week's gun fire.

But it wasn't enough, and now some worry the school next door will have its reputation tarnished.

"I think they need to get control of it because it's giving UT Tyler a bad name and I really don't think it's UT Tyler students that are affiliated with it," Dralon St. Paul said. 

Cambridge management told CBS 19 they realize that this is a growing problem. They said they wanted to wait to make any further statements.

Tyler Police report that there was a separate armed robbery at the Cambridge Monday night.

UT Tyler Police Chief Mike Medders released the following statement:

The University of Texas at Tyler Police Department works closely with the City of Tyler Police Department. The two agencies have a written mutual aid agreement, and the agencies frequently assist each other in investigating crimes that occur on or within the immediate vicinity of campus.

The University Police Department has gate access to both Cambridge and Varsity Place Apartments. UT Tyler PD officers make routine patrols through the complexes. Although these two complexes are not owned or operated by UT Tyler, we recognize that the activity occurring within these complexes, due to being within close proximity to campus, can affect the safety of our students, staff and faculty. Therefore, as well as working with Tyler PD, the University Police also work on solutions to problems in the area with the management at both complexes.

Due to the close proximity to campus, any time a crime occurs at one of these complexes, and it is deemed by authorities that there is or could be an ongoing danger to the campus community, a timely warning notification is sent out to students, staff and faculty to make them aware of the situation. This notification is required by the federal law commonly known as the "Jeane Clery Act."
