Longview machine shop fined $18,100 for illegally dumping oil, solvents

LONGVIEW/GREGG COUNTY (KYTX) - A Gregg County company on Sept. 19 was fined $18,100 by the Texas Commission on Environmental Quality for dumping oil and solvents on the ground in November 2011.

Collins Corp., doing business as Collins Machine Shop in the 300 block of Perry Street, will have $3,620 deferred from its fine through a settlement for adjustments and improvements made since the investigation one year ago.

TCEQ investigators said Collins' employees failed to develop and implement a storm water pollution prevention plan, and failed to prevent discharge of industrial waters onto the ground and into an injection well. According to agency records, an old water well had trash and metal shavings in it, a drainage ditch on the property had standing water with an oily sheen on top, and the an air compressor was leaking oil onto the grass when investigators arrived in December.

Since the investigation, Collins is labeling all used oil containers and determining and classifying waste streams at the facility, according to agency records.

Collins could have been fined as much as $25,000.
