Council to hear presentation on comprehensive plan

TYLER (KYTX) - At 9 a.m. Wednesday,  the Tyler City Council is scheduled to hear a presentation about the status of the City's comprehensive plan, Tyler 21, at their regularly scheduled meeting.

Tyler 21 was originally adopted by the City Council on Nov. 14, 2007 after nearly 18 months of community involvement and input.  This 20-year plan created a strategic framework for future actions for the City and is a community-based plan. It defines a vision for the future linked to overall goals and policies, and it contains strategies and action items for achieving the goals.

The plan calls for annual reports to City Council on the status of implementation as well as a comprehensive review every three to five years to revisit the vision, goals and principles. 

"This month we will launch a comprehensive five-year review of the plan," said City Planner Heather Nick.  "We have already begun preliminary work and analysis and are eager to involve the community in updating the plan." 

"Tyler 21 was an unprecedented effort by the citizens, elected officials and City staff," said Mayor Barbara Bass.  "The plan's success can be largely attributed to the extensive involvement of the community in its development.  This plan is truly the vision of the people and we want to make sure it remains reflective of current opinions."

The original planning process took more than 18 months to complete, primarily due to the extensive public involvement involved.  Resident input was sought throughout the process via a community visioning retreat (300+ attendees), six open houses and a survey of Tylerites.  Focus groups, interviews with community leaders, and newsletter and website comments were also important vehicles to gather information about what was important to the residents of Tyler and how they envisioned Tyler growing to meet the needs of generations to come.

The presentation that will be made to Council will include the scope of work that will be included in the comprehensive review as well as the timeline.

"To succeed in keeping and improving on the best of Tyler, we have to be deliberate in our planning. With this plan we can ensure that every step we take in the future is in line with what our citizens want and what our future needs will be," said City Manager Mark McDaniel.

The Tyler 21 Plan addresses issues such as downtown revitalization, historic preservation, parks and recreation, transportation, and housing and neighborhoods.
