AUSTIN (KYTX) -- Lieutenant Governor David Dewhurst on Tuesday announced three areas to focus on during Texas' 83rd legislative session.
He said an improving economy has convinced him to consider raiding the state's rainy day fund to boost spending on education, highways and the water supply. It's something he's been discussing with Governor Rick Perry.
Some east Texas lawmakers say that's the wrong approach.
"The rainy day fund should be used for emergencies," Rep. Matt Schaefer said. "For special situations. It should not be used for ongoing expenses of the state."
"We cannot just restore spending cuts," Sen. Kevin Eltife said. "We've got to prioritize our dollars and spend them wisely."
The state comptroller estimates that legislators will have nearly 100 billion additional dollars to spend this year thanks to improving economic conditions.
