LUFKIN (KYTX) - Lufkin Police have arrested 35-year-old Josiah Phipps for public intoxication and possession of drug paraphernalia.

Police say Phipps was walking down James Street in Lufkin around 12:30 a.m. Sunday morning with only short on, waving his arms in the air and yelling.

He told police he was looking for his twin brother. Police tell CBS 19 his speech was slurred and he smelled of alcohol. They also found a small plastic bag on Phipps that police believe to be marijuana.

Police also say they suspect Phipps was on PCP.

Officers believed Phipps to be a danger to himself and others and he was arrested and taken to the Angelina County Jail.

His bond is set at $1,000 for the public intoxication and possession of drug paraphernalia. He also is being fined $604 more dollars for unpaid traffic tickets.
