NORTH TEXAS (CBSDFW.COM) – It's only been a few hours since the U.S. Supreme Court voided part of the Voting Rights Act and the Texas Department of Public Safety (DPS) has already released information on the new Election Identification Certificates.

With the SCOTUS ruling, the voting requirements passed by the 2011 Texas Legislature are now automatically in effect, meaning those voting in Texas elections must have a photo ID.

Starting Wednesday, DPS offices will begin issuing Election Identification Certificates (EIC) to any Texans who does not already have an acceptable form of photo identification. EIC applications can be obtained and submitted at any DPS driver license location.

To qualify for an EIC, applicants must be:

  • A U.S. citizen;
  • A Texas resident;
  • Eligible to vote in Texas (show a valid voter registration card or submit a voter registration application when applying for the EIC); and
  • 17 years and 10 months or older.

Until an applicant receives a permanent card in the mail, the EIC receipt, which will include their photo, can be used for voting purposes. There is no cost for the card that is valid for six years.

DPS officials say the card can only be used for the purpose of voting and not as a form of personal identification.
