Overton water main break depletes water, destroys apartment

OVERTON (KYTX) - The entire city of Overton is having to conserve and boil water after a huge water main break floods a local street.

The city is flushing water through fire hydrants and refilling the water tower with tested water.
City managers hope to have everything back to normal Friday morning. As of now, school will start on time, and hopefully by the morning, the city to  the will be able to lift boil water notice.

The main break happened right in front of a now-flooded apartment on Cohagen Street. 

The apartment complex owner says his tenant found water leaking here in the driveway Tuesday. It was Wednesday afternoon that the city came to check it out and found it was in fact a water main break in the middle of the street.

"Just what you would call a mountain of water coming out and so it drained the tower real quick," says Overton City Manager Joe Cantu.

When they dug into the ground, they found was a 10 inch water pipe cracked down the center, spewing 40 feet of water, and leaving the city of Overton with little water. School was even delayed Thursday morning.

"Right now we're trying to fill up the water. We're trying to get the correct amount of chlorine in the system," Cantu says. "We don't want to take any chances so we're asking people to conserve water but if you are going to use it for consumption, please boil it."

However, for the apartment complex owner Johnny Northcutt, there is much more than a boil water notice to worry about.

"We had all the water run all the way through the place and destroyed everything in there," he says. "All the mud that came down the hill is now in the house. The carpets are destroyed."

The man who lives there has had to move out.

"It's a city street, and they didn't have any turn offs and when they dug into it, it blew up on them and destroyed my property," Northcutt says.

When we asked Cantu, "Is the city responsible for the damages?" he said, "I've called the insurance company and let them handle it. I'm not going to say one way or the other whether we are or not. You can tell it wasn't an accident caused by the city or anything. Apparently movement of the earth caused the pipe to break."

An Overton Officer has made an incident report and the situation has been turned over to the city's insurance company.

Northcutt says until the city makes a decision about how it is going to take care of the mess, the man who lives in this apartment can't move back in. Northcutt says he will find temporary housing for his tenant.
