SAN ANTONIO (KENS) -- In his first public comments since a veteran San Antonio Police officer was arrested in his district, City Councilman Rey Saldaña said the arrest raises concerns about what safeguards are in place for his constituents.

"What it begs for us is that a lot of questions need to be asked internally," said Councilman Saldaña via telephone Monday.

Saldaña confirmed he spoke with Chief McManus about the incident Saturday.

SAPD Officer Jackie Neal faces charges of sexual assault and official oppression.

Investigators said he pulled over a 19-year-old woman Friday around 2 a.m., and sexually assaulted her in the back of his SAPD patrol vehicle after groping her outside her own vehicle.

The incident happened on Betty Street near S. Zarzamora.

Recording devices installed in Neal's patrol unit did not have hard drives installed, so the alleged assault was not recorded, according to McManus.

The alleged sexual assault happened two months after Neal was suspended and transferred from Prue Substation to South Substation for an inappropriate relationship with an SAPD Explorer.

Explorers range in age from 14-21 and enter the program to learn more about the police department.

An SAPD website calls the program a "gateway to a career in law enforcement".

In Internal Affairs paperwork released by the police department Monday, a teenager from the program outlined a two-year sexual relationship she had with Neal from 2011 to 2013.

Officers are banned from "fraternizing" with Explorers, according to the department's standard operating procedures.

Neal was the program's adviser for Prue Substation until earlier this year.

The woman's name is listed throughout the complaint, so KENS 5 has decided not to publish it in its entirety.

The woman claims she and Neal had sexual intercourse off and on from March 2011 until February 2013.

Chief McManus indicated the woman is now an SAPD cadet.

KENS 5 requested Neal's suspension paperwork September 17, but SAPD refused to release it until Monday, three days after the alleged sexual assault took place.

A spokeswoman for the San Antonio division of the FBI confirmed Monday the agency has launched an investigation into Neal's actions.

He could be charged with federal civil rights violations.
