East Texas veterinarian reprimanded by state board

LONGVIEW (KYTX) - An East Texas veterinarian was informally reprimanded by a state board recently, after it found that he let an animal shelter use his vet license number to buy drugs, including controlled substances.

Dr. Barton Owens was ordered to pay a $500 fine for allowing the Humane Society of Northeast Texas to us his license to buy what he thought were only over-the-counter medications between April 2012 and December 2012, according to the Texas Board of Veterinary Medical Examiners, but state investigators found that someone working at the shelter also ordered prescription drugs.

Longview Police Department says it is not investigating the incident. HSNT Executive Director Scott Holloway was hired in April and says he's never met Owens. Holloway said he doesn't know what happened to the prescription drugs that were bought and that he negotiated purchasing for the shelter that is saving it as much as 33 percent on medication costs compared to 2012.
