2014 TxDot road improvement projects

Work to eliminate Loop 323 bottleneck set to begin in February

TxDOT's signature project in Smith County in 2014 is scheduled to begin in February on Tyler's West Loop 323 when contractor Longview Bridge and Road, Ltd., of Longview, begins work in February on the $12.1 million project to eliminate the railroad overpass bottleneck between Bellwood Street and West Front Street.

The project calls for building a temporary railroad bridge to keep rail traffic moving during the construction of the permanent structure.

The project also calls for adding dual-left-turn lanes from Loop 323 onto SH 31, and for completing the raised medians from where they end near Wal-Mart on the north end of the job, and where they end just south of Bellwood on the south end.

A second project, scheduled to begin in January, will add passing lanes on SH 31 east of Tyler between FM 850 and FM 757. The $3.5 million project let to contract in September.

TxDOT contractor Reynolds & Kay, Ltd, of Tyler, is scheduled to complete its $3.8 million repair-and-resurface project on North Loop 323 in the spring, contractor Big Creek Construction, Ltd., of Hewitt, is scheduled to complete its $2.9 million project to add turn lanes and resurface Spur 346 between SW Loop 323 and SH 31 west of Tyler, and add shoulders between Greenbriar Road and Loop 323.

Big Creek Construction is also scheduled to wrap up its work to eliminate the SH 64 bottleneck between Tyler Pounds Regional Airport and Toll 49 by expanding the highway to five lanes.

Finally this summer, contractor APAC-Texas, Inc., of Dallas, is scheduled to complete its $930,000 project to add a center turn lane on FM 14 between Ford Road and Hoyt Road north of Tyler.

Upcoming projects in Smith County include:

• US 69 – Lowering northbound lanes to improve sight distance for new development between Toll 49 and Cumberland Road in Tyler. The project will also add northbound right-turn lanes and two southbound left-turn lanes at newly signalized intersections. The $2 million project is being fully funded by the developer. No state money is involved in this project. The project is scheduled to let in January 2014 and begin in April 2014.

• SH 64 – Widen to accommodate passing lanes in various locations between FM 3226 in Chapel Hill to SH 135 near Arp. Crews will also add textured shoulders between Loop 323 in Tyler and SH 135 near Arp. The approximate $3.6 million project is scheduled to let in February 2014.

• SH 110 – Repair and resurface between Aberdeen Drive just south of Loop 323, to SCR 2121. The approximate $1.5 million project is scheduled to let in March 2014.

• IH 20 – Repair and resurface eastbound lanes only between US 69 and FM 14, and westbound between Lavender Road and US 69. The approximate $2.1 million project is scheduled to let in March 2014.

• FM 344 – Between SH 155 and FM 346 in Teaselville 
• SH 64 – Between SH 135 north of Arp and FM 15 near the Rusk County Line
