MOUNT PLEASANT (KYTX) - Kaeila Alhennawi works at this gas station. Right in the middle of the construction of the Titus County Loop.  She says before the construction, she would order 2 shipments of gas a week. Now it's only once a month.

"People get confused on how to get in here with all the construction barrels. And then they just go somewhere else."

County Commissioner Al Riddle says the plan was to keep the entire loop closed until it was finished, but he wants to open portions that are done.
"Those businesses are dying, and they need help."
The beams must be taken off, these pillars will get a taller concrete base, and the beams will be put back on.. A process expected to take an additional 6 months. Riddle says once the entire loop opens, TxDot will maintain it  as a State Highway. But if portions of it are opened before hand, it will be a county road. The bill of maintaining it will fall on the county.
"We have to open it. I don't think it is an option."
County commissioners will vote on it Monday morning.
TxDot reports that 14-thousand cars each day pass through Mount Pleasant on Highway 271, once the loop is finished that is expected to be cut in half. The 180 million dollar project was paid for in bonds by Titus County, which will be reimbursed over the course of 20 years by TxDot.. Those reimbursements won't come, until the entire loop is finished.
