Evans, a known Bloods gang member with a violent criminal past, was arrested Thursday when the DPS Criminal Investigations Division (CID) and the Texas Highway Patrol, along with the U.S. Marshals Service (Northern District of Texas) and Big Spring Police Department, located him at an apartment complex in Big Spring.
