Palestine council recommends that city manager fire police chief

(TYLER MORNING TELEGRAPH) PALESTINE - The mayor and three Palestine City Council members recommended that City Manager Wendy Ellis terminate beleaguered Police Chief Robert Herbert during a special council meeting Monday night.

The meeting was the result of public outcry and the entire police department stating they had no faith in Herbert's leadership for the future.

Last week, during a regular scheduled council meeting, members heard from the Texas Municipal Police Association, which conducted a survey showing Herbert received the most negative scores a chief has been given in more than a decade.

The survey of department members indicated 0 percent had high morale, 0 percent wanted to finish out their career in the department under his leadership, and none of the respondents indicated they had confidence in Herbert to lead the department into the future.

City Secretary Teresa Herrera told the Tyler Morning Telegraph this morning that Mayor Therrell Thomas and city council members District 1 Adam Hardy, District 4 Joseph Thompson, and District 5 Mark Price voted to recommend Ellis terminate Herbert, while District 2 Vernon Denman, District 3 Vickey Chivers and District 6 Steve Presley all voted against the recommendation.

Ms. Herrera said though Ellis has been given the recommendation to fire Herbert, it was unclear what her plans are at this time.
