Town leaders say funding issues delay construction of sewage treatment plant

EASTON (KYTX) - In 2008, the General Land Office set aside $1 million in Hurricane Ike recovery funds to the City of Easton, all to build a sewage treatment plant along the railroad. But from his house of 61 years, Rufus Starling looks across the tracks at woods where the plant is supposed to be.

With no sewer system, he wonders where is the grant money.

"It might be put back in there like they say it's put back in there," Starling says, "but we can't see it."

Starling and his niece, Patricia Pipkins, grew up in Easton.

Pipkins now lives in Longview for better utilities, but she has land here.

"And I can't understand why there has been several grants granted to the city, but there's nothing, no improvement, that has been done to the city," Pipkins says.

Mayor Shannon Brown says it's not the city's fault.

"It's some funding issues we're facing, and hopefully we'll get to the bottom of it by the end of this month," Brown says.

Easton was working with KSA Engineers in Longview to design the plant and thought it would cost less than a million dollars, but at a council meeting Tuesday night, City Secretary Crystal Jenkins said engineers now want another million dollars.

Jenkins says the
General Land Office is accommodating the delay, but the city might have to take out a loan if it doesn't find more grant money.

Starling says he's skeptical.
