Couple Gains Access to Child's STAAR Assessment

 (KCEN) -- A Waco Couple has done what many believed to be impossible.

Today Kyle and Jennifer Massey reviewed the STAAR assessment booklet and answer sheet that was administered to their child.

The Massey's have been leading the "Opt Out" movement in Waco.

They opted their 9-year-old son William out of the STAAR test this year. As a result William was given a score of zero but he is still being promoted to the next grade.

On Friday the Massey's were granted access to review the STAAR assessment booklet and answer sheet administered to William.

This is something the Texas Education Agency and local school districts have claimed for years is impossible.

In fact, the TEA initially refused the Massey's request to have access to William's tests.

But the Massey's wouldn't take no for an answer.

"We thought it was important enough that we wanted to keep pressing them," said parent Kyle Massey. "And so we emailed them, called them, we had our lawyer involved to do the same and finally they caved and agreed to let us review the testing instruments."

 Opt-out advocates claim this is the first time a parent, or anyone outside of the TEA, has been able to do this.

They say this right of access is the first step in ending the secrecy that surrounds the STAAR tests.

"This now will set a precedent for other parents who will have a smoother path to do this in the future," Massey said.

The Massey's lawyer has put together a guide for parents interested in request access to their child's STAAR assessment.

It involves three basic steps:

One...make a written request; two...submit a family educational rights and privacy act release and three...establish your right to access.
