Kilgore PZ board recommends overlay districts despite business opposition

LONGVIEW (KYTX) - Under Longview's landscaping ordinance, new businesses must add shrubs, canopy trees and dumpster screens to their plans before they can build.

Kilgore business owner Thomas Merritt says his town isn't Longview, but those type of regulations could be coming across the river.

"Longview is not an industrial town. Kilgore is," Merritt says. "We're a commercial, we're a business town, and these provisions are moving away from what we've always been."

In a 5-2 vote today, planning and zoning commissioners recommended Kilgore adopt a new ordinance to create entry corridor overlay districts.

These districts would require landscaping of all businesses along u.s. Highway 259, state highways 31, 42 and 135, and Industrial Boulevard.

All businesses in the overlay districts would have to screen their dumpsters, but only new businesses would be asked to also screen their outdoor storage buildings.

The Kilgore City Council could finally approve this ordinance next Tuesday night here at City Hall. Now, if it is approved, it probably won't take effect until October, because there are penalties involved if a business does not comply within 18 months.
