West Tyler development: What you need to know

A Chinese businessman wants to bring a new development to the West side of Tyler, but not everyone agrees with the idea.

A Chinese businessman, Xing Tan, partnered with Adams Engineering, wants to build a mixed-use development on the West side of Tyler.

The term mixed-use means the development would consist of housing and retail spaces.

The developer wants it to include 5,000 housing units, an international school and a shopping center.

The City held a planning and zoning meeting for it on Tuesday.

Because a financial analysis of the project needs to be conducted, the commission voted five to two to table their decision for 30 days.

The results of that evaluation found the development would create a $7.7 million deficit in the city's budget over the next five years.

That's because the development would be within city limits, meaning the city would have to provide things like emergency services and water to it.

They said this could cost taxpayers money, which is something they won't sign off on.

Those who were in favor of granting the go-ahead said Tyler is lucky to have been chosen for this development.

Tyler District West Councilman Darryl Bowdre said he understands the commission's hesitation, but is working with the developer to get all of their concerns addressed.

"There's going to be an all-out honest attempt to answer whatever concerns, reasonable concerns, that the city has," Bowdre said.

He said this is a development that Tyler, especially the West side of Tyler, desperately needs.

"Our property tax rate is too low, we need more houses, we need more property, we need more sales tax, and the other important reason is that this side of town needs retail," Bowdre said.

Over the next 30 days, representatives for the Tan said they will do their own economic analysis and bring those findings back to teh commission at the next meeting in April.

The commission said they think tabling the decision showed the developer they want to work with him, they just need him to answer all of their questions at the next meeting in April.

Bowdre said he spoke to Tan this morning, and he is not planning on leaving Tyler just because the decision was tabled.
